Gov Edwards: Louisiana will Move to Phase One Statewide on May 15, COVID-19 Stay at Home Order will be Lifted for Louisianans Office of Governor John Bel Edwards

All business owners should review the updated order, which will be formally issued on Thursday, to understand if their business can be open as of May 15. Gov. Edwards outlined the first phase of the Roadmap to a Resilient Louisiana, which adopts every major recommendation of the White House plan in Phase One. The Governor also highlighted data that shows that the Stay at Home order improved Louisiana’s overall situation in relation to new COVID-19 cases and hospitalizations. The Greater Sacramento region had been under the stay-at-home order since Dec. 10, when ICU capacity dropped below 15%.

The stay-at-home order, announced Dec. 3, split the state into five regions and was based on the area's intensive care unit capacity. Just because the state has lifted the order, however, doesn't mean that every county has to allow the businesses to return. Under California's reopening plan, local jurisdictions are allowed to implement tougher restrictions if necessary. This means most of the counties in the region will revert to the purple tier of reopening.

Louisiana meets the statewide threshold criteria from the White House related to declining COVID-like symptoms, new cases and hospitalizations.

Public health leaders implemented a statewide order to make it easier to transfer patients from over-crowded hospitals to those with more space and staff. California also helped hospitals expand their capacity by opening 16 alternate care sites, lower-acuity facilities where COVID-19 patients get a bridge from hospital to home as they are recovering. Phase 3 will expand to allow outdoor groups of 50 people; non-essential travel; restaurants open at 70 percent capacity, though with tables limited to 10 people; and opening movie theaters. In Phase 2, outdoor recreation for groups of five or less is permitted, in-store purchases are permitted with some restrictions, and real estate, hair salons, and barbers will resume operations. Restaurants can re-open at half capacity and with a limit of five people per table.

The Governor’s Office today established a timeline and process to continue winding down the various provisions of the 58 COVID-related executive orders, which suspended statutes and regulations to help the state and businesses continue operations during the pandemic. To ensure that impacted individuals and entities have time to prepare for the changes, the provisions will sunset in phases, beginning later this month, in July and in September. For example, the suspension of certain licensing requirements for manufacturers to produce hand sanitizer will end on June 30, as shortages are no longer a concern. By the end of September, nearly 90 percent of the executive actions taken since March 2020 will have been lifted. The state had lifted its stay-at-home order and transitioned to the “Safe at Home” order on May 1, which also allowed nonessential businesses to begin to reopen. The self-quarantine rule was issued in early April, while the other main remaining restriction, a ban on gatherings of 10 people or more, was imposed in March.

Further research is needed to assess the impact of reduced population movement and other community mitigation strategies on the spread of COVID-19. Nearly all the counties exiting the Regional Stay at Home Order today are in the Purple or widespread tier.
