All business owners should review the updated order, which will be formally issued on Thursday, to understand if their business can be open as of May 15. Gov. People can leave their homes for medical treatment or to get testing, but they should call their health care provider or doctor before doing so for advice. Your doctor may be able to help you via telemedicine or decide if you need to be tested by asking you questions on the phone. Do not show up to a testing site without consulting a medical professional first, because you may need a doctor’s order to qualify for a test.
COVID-19 Stay at Home Order
Effective June 15, restrictions such as physical distancing, capacity limits and the county tier system will end. ANNAPOLIS, Md. -- Maryland's stay at home order officially lifted at 5 p.m. Friday, making way for phase 1 of the state's reopening plan during the coronavirus pandemic. One county supervisor in Los Angeles, home to 10 million people, expressed support for opening more businesses in the country.
In a detailed plan laid out by the governor, each county will have to reach certain requirements in order to apply for the next phase. This statute states that, in response to an emergency, the governor may issue executive orders, proclamations, and regulations that have the force and effect of law. Cities and counties in Texas can issue "shelter in place," "stay at home," or area quarantine orders. You should check your local news outlets to see if an order has been issued in your area.

The first territorial order was issued by Puerto Rico , and the first state order by California . Eight jurisdictions issued only an advisory order or recommendation to stay home, and six did not issue any stay-at-home orders. Most jurisdictions issued multiple orders during the observation period, and coding varied among individual orders. Eight jurisdictions had mandatory orders applicable to at least some part of the population that extended beyond May 31. The stay-at-home order, announced Dec. 3, split the state into five regions and was based on the area's intensive care unit capacity. Phase One guidance will allow essential businesses, as defined by CISA, to remain open. Non-essential businesses (sometimes called “gray area” businesses) and places of worship may remain open at 25 percent of their occupancy. All business owners should read the order to understand which category their business falls into. The State Fire Marshal and the Louisiana Department of Health will continue issuing guidance to different types of businesses about Phase One in the coming days, in order to ensure that businesses and churches can safely operate to the maximum level allowed in Phase One.
Current Local "Stay at Home" or "Shelter in Place" Orders

Just because the state has lifted the order, however, doesn't mean that every county has to allow the businesses to return. Under California's reopening plan, local jurisdictions are allowed to implement tougher restrictions if necessary. This means most of the counties in the region will revert to the purple tier of reopening.

Business and faith leaders should register at OpenSafely.la.gov to receive guidance and updates from the State Fire Marshal’s office and the Louisiana Department of Health. Louisiana meets the statewide threshold criteria from the White House related to declining COVID-like symptoms, new cases and hospitalizations.
All rural-urban strata were represented in the subset of counties after accounting for the postorder period. California also helped hospitals expand their capacity by opening 16 alternate care sites, lower-acuity facilities where COVID-19 patients get a bridge from hospital to home as they are recovering. Phase 3 will expand to allow outdoor groups of 50 people; non-essential travel; restaurants open at 70 percent capacity, though with tables limited to 10 people; and opening movie theaters. In Phase 2, outdoor recreation for groups of five or less is permitted, in-store purchases are permitted with some restrictions, and real estate, hair salons, and barbers will resume operations. Restaurants can re-open at half capacity and with a limit of five people per table.
The Governor’s Office today established a timeline and process to continue winding down the various provisions of the 58 COVID-related executive orders, which suspended statutes and regulations to help the state and businesses continue operations during the pandemic. To ensure that impacted individuals and entities have time to prepare for the changes, the provisions will sunset in phases, beginning later this month, in July and in September. For example, the suspension of certain licensing requirements for manufacturers to produce hand sanitizer will end on June 30, as shortages are no longer a concern. By the end of September, nearly 90 percent of the executive actions taken since March 2020 will have been lifted. The state had lifted its stay-at-home order and transitioned to the “Safe at Home” order on May 1, which also allowed nonessential businesses to begin to reopen. The self-quarantine rule was issued in early April, while the other main remaining restriction, a ban on gatherings of 10 people or more, was imposed in March.

With economies in tatters and novel coronavirus cases starting to plateau in many areas of the U.S., governors are starting to discuss ending stay-at-home orders -- many of which have been in place for over a month. There are now 18,638 people hospitalized with Covid-19, a recent dip across the state but still more than double the number of patients on Dec. 1, according to data from theCOVID Tracking Project, which is run by journalists at The Atlantic. California is reporting roughly 25,256 new Covid-19 cases a day on average, a more than 35% decline compared with a week ago, according to a CNBC analysis of data compiled by Johns Hopkins University.
The state is expected to move back to its county-by-county tiered system, which will allow businesses to reopen depending on the level of Covid-19 spread in their area. Further research is needed to assess the impact of reduced population movement and other community mitigation strategies on the spread of COVID-19. Nearly all the counties exiting the Regional Stay at Home Order today are in the Purple or widespread tier.
